Representatives of the Regional Aviation Accident and Incident Group (GRIAA
/ COCESNA) and the Regional Cooperation Mechanism of AIG agencies of the
South American Region (ARCM / SAM) worked together for two days at the
Headquarters of the JIAAC, located in Buenos Aires. Aires, with the
objective of improving Operational Safety in the Central American region.
The initiative comes from COCESNA, the air navigation authority of Central
America, and aims to advance aviation security and coordinate research
activities with the ARCM / SAM, which is chaired by Argentina, in the
figure of Pamela Suárez (President also of the Civil Aviation Accident
Investigation Board - JIAAC).
The GRIAA delegation was conformed by Captain Carlos Salazar Sánchez,
Coordinator of GRIAA and Director of the Nicaraguan Institute of Civil
Aviation; Dr. Evangelina Aráuz, Legal Advisor of the Technical Secretariat
of COCESNA; Dr. Leonidas Duarte Suárez, Legal Advisor, and Mr. Guillermo
Guido, Head of Accident Investigation at INAC. Representing ARCM / SAM,
in addition to Suárez, was Daniel Barafani, National Research Director of
the JIAAC.
During the first day of work, the representatives of GRIAA toured the
facilities of the AIG agency of Argentina, after which they worked on
various topics such as the Protocol Questions (PQ) proposed by the
International Civil Aviation Organization (ICAO); the Management System;
Research Methodology and Family Assistance Protocols for Victims of
Aviation Accidents and Environmental Care. All this framed in the
preparation of the GRIAA so that in 2020 it can be audited by ICAO as a
civil aviation accident investigation mechanism.
On the second day of work, JIAAC presented a case of investigation and
deepened the procedure for registration before the International
Association of Air Safety Investigators (ISASI) and its Latin American
chapter, LARSASI.
The agenda culminated with the signing of two Memorandum of Understanding
(MOU). The first one between the ARCM / SAM and COCESNA / GRIAA and the
second between GRIAA / COCESNA and JIAAC.All with the objective of working
together to improve aviation safety by making research experience,
facilities and training instances mutually available; as well as jointly
developing techniques, standard methodologies and procedures.
At the end of the work days Pamela Suárez defined this work as "an
extraordinary experience" while expressing her pleasure at the presence
of "the presence of the recent research authority of Nicaragua, which is
in the initial process of independence, which represents a great challenge
and reminds us of the steps we have taken ". In addition, the president of
the JIAAC stressed the importance of signed memoranda of understanding
which will allow "formally collaborate both in training and in different
points of training of researchers" while allowing "work common problems of
both Central and South America" and through the JIAAC "as a regional group
ARCM / SAM".
On the other hand Salazar Sanchez indicated that the objective of these
days was to realize a "work plan to be able to achieve a synergy between
both regions, Central and South America" in such a way that it seems "a
single region in terms of compliance with international standards. to give
greater security to air operations. " Salazar also stressed the signing of
the three Memoranda, indicating that this will help "strengthen our
regions and create greater strength in terms of our human capabilities"
which will "have the necessary resources to face an event." Finally, the
director of the Nicaraguan Institute of Civil Aviation stressed that his
goal is not only to "be prepared for any event" but also "to give better
results to our States in ICAO audits".
